A new United Nations report finds that countries are not promising to do enough carbon-cutting to keep global warming from hitting dangerous levels. Friday’s report tallies pledges nations have made so far for reducing greenhouse gas emissions by 2030 and concludes they amount to a reduction of less than 1%. The pledges are so weak the U.N. climate chief asked nations to go back and try again. But top carbon polluters China, United States and India haven’t made their pledges yet, as required by the 2015 Paris climate accord. When they do, the outlook could change.
