Former ambulance service director charged with fraud, tampering with public records

FRANKFORT, Ky. – A former Elliot County ambulance service director was indicted on theft and tampering with public records Monday.

According to the Kentucky Attorney General’s Office, 40-year-old Michael Burling is accused of fraudulently using employer funds and falsifying records between January 2018 and May 2024, according to court records. Elliot is the former Elliot County Ambulance Service Director.

Burling was indicted by a grand jury on six felony charges, including two counts of abuse of public trust over $100,000 (class B felony), one count of theft by deception over $10,000 (class B felony), one count of theft by unlawful taking over $10,000 but under $1,000,000 (class C felony), one count of tampering with public records (class D felony) and one count of criminal possession of a forged instrument (class D felony).

The Attorney General’s Office is investigating the case.

Burling will appear in court on August 10 for a pretrial conference.
