Man operating ATV flees police on highway and Central City streets, authorities say

CENTRAL CITY, Ky. – A man has been arrested after allegedly fleeing Central City Police Department officers on an ATV.

According to a social media post, a CCPD officer saw an ATV traveling on Highway 62 East and Everly Brothers Boulevard on the evening of May 16.

The officer attempted to initiate a traffic stop, but the operator did not stop and continued onto South Fifth Street. The operator disregarded a stop sign and turned onto Harrison Avenue, according to the officer.

The ATV drove onto a private gravel lot before turning onto South Seventh Street and through residences near Harrison Avenue.

The officer says the ATV was later wrecked in a wooded area, and the operator had fled the scene on foot.

Witnesses and video surveillance indicate the driver is Hugh Landon Joines II, according to the social media post.

Police say Joines denied operating the ATV.

Joines was arrested on May 18 and was lodged at the Muhlenberg County Detention Center.

He is charged with:

  • Second-degree fleeing or evading police (motor vehicle)
  • Second-degree fleeing or evading police (on foot)
  • All-terrain vehicle violations
  • Careless driving
  • Second-degree criminal mischief
  • Three counts of disregarding a stop sign
  • Four counts of failure to signal
  • Insufficient headlamps
  • No tail lamps
  • Operate an off-road vehicle on private/public land without consent
  • Operating on a suspended or revoked operator license

The investigation is ongoing.
