Kentucky State Police return convicted sex offender to Grayson County for sentencing

ELIZABETHTOWN, Ky. – A convicted child sex offender has been returned to Grayson County after authorities say he fled the country.

The Kentucky State Police says William Lee “Scott” Carter was arrested on June 11, 2023 following an investigation.

Carter later pleaded guilty to one count of second-degree rape, four counts of third-degree rape and one count of first-degree sexual abuse, according to KSP.

During the investigation, authorities say Carter confessed to the allegations.

Sentencing was scheduled for September 25, 2025, however, authorities say Carter fled the United States before his scheduled sentencing. Carter was later located by former KSP trooper Ken Borders, troopers say.

With assistance of federal authorities, troopers say Carter was taken into custody and temporarily lodged in Chicago, Illinois.

On Wednesday, KSP says detective Travis Dalton and Post 4 trooper Alan Spencer traveled to Chicago, where they took Carter into custody and transported him back to Grayson County.

Carter was lodged at the Grayson County Detention Center, where he will remain while awaiting sentencing.

Detective Isaac Atwell, the lead investigator in this case, stated, “This case demonstrates our continued commitment to protecting children and holding offenders accountable, regardless of how far they attempt to run. We will not stop pursuing justice for victims, and we are grateful for the cooperation of our federal partners in ensuring this offender was returned to face sentencing.”

Due to the nature of the crimes and to protect the identity of the victim, no further details will be released at this time.
