Glasgow man arrested on DUI, drug charges

GLASGOW, Ky. – A Glasgow man is facing multiple charges following a traffic stop.

According to a uniform citation, the Glasgow Police Department responded Saturday around 2:49 p.m. regarding a reported stolen vehicle.

Police say upon arrival, a man stated his truck had been stolen from a repair shop, and authorities were told Richard Whitlow, 49, of Glasgow may have taken the truck.

When the vehicle returned to the scene, police say the vehicle began to back out again and leave the area.

Glasgow police say they conducted a traffic stop, speaking to Whitlow as he was in the driver’s seat.

The citation states Whitlow had constricted pupils and “abnormal nervous body movements.”

Police say they were advised Whitlow had no authorization to use the vehicle and was not working for the repair company.

Whitlow was detained and placed in a Glasgow police cruiser.

Police also spoke to two passengers in the vehicle.

Upon a vehicle search, police say they located a container and a bag containing suspected methamphetamine. Additonally, police say they found a broken clear pipe.

The passengers denied ownership of the suspected methamphetamine, according to the citation, stating that Whitlow had tossed it into the back seat.

Whitlow was arrested and transported to the T.J. Community Regional Hospital ER for a blood test before being transported to the Barren County Detention Center.

He is charged with unauthorized use of motor vehicle, first offense, operating a motor vehicle under the influence of a controlled substance, first offense, first-degree trafficking in a controlled substance, first offense (greater than or equal to 2 grams of methamphetamine), drug paraphernalia – buy/possess and operating a vehicle with expired operator’s license.
