Tennessee man permanently banned from contracting in Warren County

BOWLING GREEN, Ky. – A Tennessee man is banned from performing contracting work in Warren County.
According to court documents, Rob Houston, doing business as Splash Pool Solutions, Splash Solutions, Splash Pools, Rob’s Pool Service, Rob’s Hardscapes, RPS, Houston Hardscapes and Houston Vintiques, received a permanent injunction from the Warren County Circuit Court on Sep. 2. The court ruled that Houston cannot perform contracting work or activity in Warren County, court documents state.
Houston failed to file a response within 20 days, according to court documents.
The Bowling Green-Warren County Contractors Licensing Board filed a complaint against Houston on July 9, 2026.
In the complaint, BGWCCLB alleged that Houston was operating under fictitious businesses in Warren County without a contractor’s license.
According to a social media post by the licensing board on June 5, 2026, Houston received payments for projects and did not complete the work.
The Bowling Green-Warren County Contractors Licensing Board issued the following statement Thursday:
“Consumers beware! Rob Houston dba Splash Pool Solutions, Splash Solutions, Rob’s Pool Service, RPS or any other name of a pool company has been issued a permanent injunction by Warren Circuit Court to prohibit him from working in Warren County Kentucky. Please note that it is illegal for him to perform any work here. Call our office if he has done work for you, or has given you an estimate in the Warren County area. Thank you, and stay diligent.”
