NEW DETAILS: KSP continues investigation of officer-involved shooting in Russell County

RUSSELL SPRINGS, Ky. – An officer-involved shooting investigation continues in Russell County.

The Kentucky State Police (KSP) Critical Incident Response Team says that the preliminary investigation indicated that Trooper Jake Smith from KSP Post 15, attempted a traffic stop in Russell Springs. Police say the vehicle came to a stop, but then continued at a high rate of speed away from the stop. Trooper Smith then began a vehicle pursuit.

According to the investigation, Trooper Smith pursued the vehicle for a short distance before the vehicle stopped behind a residence on Bluebird Drive

The operator of the vehicle, Joshua George Arnold, 41, exited the vehicle and fired a handgun multiple times at Trooper Smith.

Police say that Arnold fled on foot and his location was unknown. Multiple officers responded to the scene, including Russell County Sheriff’s Office (RCSO) Deputy Joshua Phipps.

During the search for Arnold, Deputy Phipps entered a camper trailer in the area.

Officers at the scene heard multiple gunshots fired from inside the trailer.

Troopers responded to the camper trailer and found Arnold and Deputy Phipps with life-threatening gunshot wounds.

Arnold and Deputy Phipps were removed from the camper trailer and transported to a local hospital. Both were pronounced deceased.

Police say preliminary findings are subject to change.

The investigation is ongoing.
