Suspect in fatal Russell Springs officer-involved shooting indentified

RUSSELL SPRINGS, Ky. – The Kentucky State Police investigated a fatal officer-involved shooting on Monday evening.

KSP Post 15 and the Russell County Sheriff’s Officer conducted a shooting investigation on Bluebird Drive in Russell Springs. During the investigation, a RCSO deputy, Josh Phipps, was shot. Phipps sustained life-threatening injuries and was pronounced deceased.

Phipps was a 3-year veteran of the Russell County Sheriff’s Office.

A male involved in the shooting incident was transported to a hospital for treatment. The man later died from his injuries.

According to WNKY News 40 partner 104.9 WJRS, the shooting suspect has been identified as Joshua Arnold, 41 of Russell Springs.

“Tragic news for our commonwealth as a Russell County deputy was killed in the line of duty last night,” said Gov. Andy Beshear. “Britainy and I ask all of Kentucky to join us in praying for his family, fellow law enforcement officers and the entire Russell County community.”

The investigation is ongoing.
