WNKY 40 News obtains Cave City Police Chief’s termination letter

CAVE CITY, Ky.- WNKY has learned new details about the termination of the former Cave City Police Chief, Terrill Riley.

On Tuesday, Riley sent WNKY the termination letter that was given to him by Cave City Mayor Dwayne Hatcher.

In the letter dated May 3, 2019, Hatcher states Riley is being terminated due to “unsatisfactory performance of duties and hindrance of the performance of city functions.”

The letter goes on to say, “specifically, as you will recall, on January 8, 2019, I sent a memorandum to you in which you were instructed to perform ten mandatory functions. To date, nearly four months later, you have refused and/or failed to perform a majority of those functions.”

WNKY has also received a copy of the ten mandatory functions, which include:

-Attend mandatory supervisory training
-Notify the Mayor prior to being unavailable for a period of more than 24 hours
-Provide a set work schedule
-Notify the Mayor of all major felonies, accidents or injuries that are officer involved
-Notify the Mayor and proper supervisors of any arrest or citations of any city employee
-Per the City Attorney, all personal files shall be presented to the City Clerk who is the custodian of all records
-Make every attempt to have two officers on duty at all times
-Attend public functions to improve public relations with local residents
-All officers are to wear bulletproof vests

The letter concludes with Hatcher saying, “I consider your failure/refusal to perform these mandatory functions as insubordination, a serious misconduct infraction for which termination is appropriate.”

Hatcher has declined to comment and Riley has declined an invitation for an on-camera interview at this time.

Riley, who was first an officer within the police department, became Chief in 2016.
