FRANKLIN, Ky. – A Louisville man is charged with stealing a vehicle after a traffic stop in Simpson County Wednesday morning.

According to a uniform citation, a Franklin Police Department officer conducted a traffic stop at the intersection of Montague Street and Liberty Street after observing a vehicle “traveling much slower than other vehicles.”

During the investigation, the vehicle was identified as being stolen from Jefferson County.

Authorities identified the driver as 21-year-old Randell Rochell of Louisville.

Rochell allegedly told officers that the car belonged to a family member and “that he had not taken it back to her in a few days, so she likely reported it stolen,” according to the citation.

Rochell is charged with receiving stolen property of $10,000 or more, no operator’s license, and failure of owner to maintain required insurance (first offense).

The investigation is ongoing.
