FRANKLIN, Ky. – Two individuals are behind bars after a child was reported to be walking alone.

According to a uniform citation, a caller contacted Franklin police on Sunday, stating a small child was “walking with no shoes and standing knee deep in a pond” next to her home.

Authorities say they responded for a welfare check. While emergency services spoke with the child, police say she did not know her name, address or birthday.

The child was transported to a local hospital for examination, authorities say.

Police say they identified the child and were told by the Department of Community Based Services that this was not the first time the child had done this.

Police say the child’s grandmother and father responded to the emergency room after learning the child was missing.

According to authorities, both individuals stated “they have done all they can” to make sure the child would not get out of the home.

The child’s father stated the last time he had seen her was in the home around 1 p.m. Sunday. Authorities say they received the call about the child wandering around 1:20 p.m.

Thirty-seven-year-old Adam Groves and 56-year-old Victoria Woodard, both of Franklin, were arrested.

Both remain at the Simpson County Jail on charges of second-degree wanton endangerment and endangering the welfare of a minor.
