5 arrested after drugs located inside Eastern Kentucky Correctional Complex

WEST LIBERTY, Ky. — Five people are facing charges after authorities say illegal narcotics were found at the Eastern Kentucky Correctional Complex.

According to the Kentucky State Police, KSP and the HIDTA Gateway Area Drug Task Force have arrested five individuals on 22 charges related to drug trafficking, official misconduct and other offenses.

Authorities say on September 7, 2025, EKCC contacted KSP, beginning a joint investigation into suspected drug trafficking, money laundering, promoting contraband and organized criminal activity connected to the jail.

According to KSP, that investigation revealed William Caudill and Dwayne Skaggs, former correctional officers at the jail, distributed illegal narcotics within the facility.

Troopers say two inmates at the facility, Shane Wilder and Challis Davis, were also involved in distributing illegal narcotics.

The investigation further determined Donnie Wilder, mother of inmate Shane Wilder, assisted with facilitating the operation.

On Monday, KSP and the HIDTA Gateway Area Drug Task Force arrested the following individuals:

  • William Caudill, 32, of Isonville on charges of promoting contraband, first offense, trafficking in controlled substance, first and second offenses, official misconduct and engaging in organized crime.
  • Dwane Skaggs, 34, of Auxier on charges of promoting contraband, first offense, trafficking in controlled substance, first and second offenses, official misconduct and engaging in organized crime.
  • Donnie Wilder, 70, of Calvin on charges of promoting contraband, first offense, trafficking in controlled substance and engaging in organized crime.
  • Shane Wilder, 42, of Calvin on charges of promoting contraband, first offense, trafficking in controlled substance, first and second offenses and engaging in organized crime.
  • Challis Davis, 45, of Flat Lick on charges of promoting contraband, first offense, trafficking in controlled substance, first and second offenses and engaging in organized crime.
