Parents arrested after welfare check in Franklin
FRANKLIN, Ky. – Two parents have been arrested after police responded for a welfare check Monday at a Franklin Walmart parking lot.
According to a uniform citation, the Franklin Police Department states dispatch received a report of a vehicle with young children inside that were hanging out of the sunroof.
Upon arrival, police say they spoke to 41-year-old Pamela Kinard, who was in the front passenger seat.
Police say they stated their concern for the eight children inside the vehicle, which was not running any air conditioning.
Police say Pamela Kinard stated that “everything was fine and that just having two windows halfway cracked was fine with her.”
According to police, the vehicle was parked in the middle of the lot with no shade, with at least one child appearing to be sweating and in unclean conditions.
Thirty-six-year-old Dustin Kinard and Pamela Kinard were both detained.
Both face charges of second-degree criminal abuse and endangering the welfare of a minor.
All eight children were removed from the vehicle and transported to the Department for Community Based Services.
