Team member of Post 3 receives KSP civilian employee award

LEXINGTON, Ky. – Team Kentucky honored 11 Kentucky State Police civilian employees on Thursday, including a member of Post Three in Bowling Green.

According to a release by the Kentucky State Police and Justice and Public Safety Cabinet, the annual Civilian Awards ceremony recognizes employees for outstanding commitment to public safety.

KSP’s civilian employees include those working in examining forensic evidence, administering driver testing exams, providing emergency telecommunication services and preparing nutritious meals for cadets and troopers.

“Thank you for committing yourselves to serving our communities and helping us build a safer Kentucky,” Gov. Andy Beshear said. “Our award winners today, and every civilian employee, are the best of the best, and I thank each of them for their continued service to our commonwealth.”

Haley Delph, a seven-year veteran of the agency that works as a forensic scientist specialist II in the Seized Drugs Unit at the KSP Western Forensic Laboratory, was named the 2025 Civilian of the Year, officials say.

According to officials, Delph’s skills and commitment have “made a significant impact on the agency’s mission,” including her actions of analyzing 1,086 seized drug submissions and showing productivity and commitment to quality and dedication to laboratory safety.

“I am deeply appreciative and full of gratitude to win this award,” Delph said. “There are many deserving civilians, and I feel honored to be chosen. I could not do the job that I do without my amazing coworkers and supervisors. I am grateful to help support the mission of the Kentucky State Police.”
