Man arrested in connection with alleged 2013 juvenile sexual assault in Allen County
SCOTTSVILLE, Ky. – Allen County investigators arrested a man after an investigation into a sexual assault of a juvenile.
According to the Allen County-Scottsville Crime Task Force, an investigation into allegations dating back to 2013 resulted in the arrest of Norman Starner on Wednesday.
In early 2026, investigators say a victim reported that she was sexually assaulted by Starner in 2013 when she was 13 years old.
The task force reopened the investigation and received an arrest warrant in Allen County.
The investigation is ongoing.
