Franklin man charged with child grooming, rape of victim under 12

FRANKLIN, Ky. – A Franklin man is charged with multiple child sexual abuse offenses, including rape and grooming of a child.

According to a uniform citation, on Saturday, Oct. 31, the Franklin Police Department was called due to a reported suspicious person near a mailbox.

Authorities say upon further investigation, they learned the adult subject was waiting for the delivery of a Plan B pill after allegedly having sex with a minor.

Police say it was reported the adult male, identified as 20-year-old Joaquin Heath of Franklin, had allegedly been speaking to the minor through Snapchat and discussing sex.

Authorities say Heath confirmed he knew the minor’s age at the time of sexual contact.

Heath was arrested and charged with procure or promote use of a minor by electronic means, child grooming under 12 years old, second-degree rape and second-degree sodomy.

He remains at the Simpson County Jail.
