Man charged with DUI with child in vehicle in Portland

PORTLAND, Tenn. – A man is charged with driving under the influence with a child in a vehicle after an investigation.
The Portland Police Department says officers responded to West Knight Street after receiving a welfare check request on Sep. 1.
The caller told police that a man was allegedly unconscious behind the wheel of a parked vehicle in front of a business. The vehicle was running, and the man’s foot was on the accelerator, according to the caller.
At the scene, officers identified the driver as Joshua Stout and located a toddler in the back of the vehicle.
Officers say that Stout showed numerous indicators of possible impairment, and he declined standardized field sobriety tests.
PPD says 14 empty liquor shot bottles were located inside the vehicle during the investigation.
Stout is charged with driving under the influence with child enhancement and violation of the implied consent law.
The investigation is ongoing.
