1 arrested amid reported animal cruelty case in Laurel County

CORBIN, Ky. – One woman is facing dozens of charges stemming from an alleged animal cruelty case in Laurel County.

According to the Kentucky State Police, on Saturday, Sept. 5, troopers were contacted by Guardians of Rescue, a nonprofit dedicated to protecting the well-being of animals.

Authorities say the nonprofit reported animals were being mistreated at a Corbin residence on Rydell Road.

Troopers say they responded to the scene and located several dogs in “dilapidated living conditions, without food and/or water and in various states of declining health.”

Authorities say there were several closed buildings on the property, causing troopers to seek a search warrant that was ultimately gained.

According to troopers, more animals were found locked in cages in extreme heat on the property with no access to food or water.

While on scene, authorities say the owner of the home and animals, 29-year-old Ginger C. Smith of Corbin, arrived.

While entering the property, authorities say she was driving in a careless manner, nearly hitting several people who were assisting in removing the animals from the property.

Smith is charged with 23 counts of second-degree cruelty to animals, 23 counts of dogs to be vaccinated, five counts of second-degree wanton endangerment and one count of second-degree disorderly conduct.

The investigation remains ongoing.
