Scottsville man, woman arrested on neglect and abuse charges

SCOTTSVILLE, Ky. – A man and woman have been charged with abuse in Allen County.

The Scottsville Police Department says it assisted the Department of Community Based Services with a welfare check on three children Friday off of Maysville Road.

Police say an investigation revealed Lora J. Lowe, 32, and Joshua J. Lowe, 34, had barricaded their children in a bedroom using a shoe string within the residence.

The residence was “not suitable for living conditions and contained urine and feces throughout,” police say.

Police say the children were removed from the residence and transported to a safe environment.

Both Lora Lowe and Joshua Lowe were taken to the Allen County Detention Center and are charged with three counts of criminal abuse, three counts of endangering the welfare of a minor and three counts of abused or neglected child.
