Former chief of Glasgow Police Department terminated from employment

GLASGOW, Ky. – Authorities say Glasgow mayor Henry Royse has terminated the service of officer Guy Turcotte with the Glasgow Police Department.

In a release shared Friday, the Glasgow Police Department says Royse issued his written findings and decision on Thursday.

The decision was made following a due process hearing conducted pursuant to Kentucky law, authorities say.

According to a document released by police, Turcotte was not present for this hearing, however, officials state they proceeded with the hearing. Additionally, the document states Turcotte participated in a judicial proceeding in February about the same occurrence that led to this week’s hearing.

Turcotte was formerly placed on administrative leave in February pending the outcome of an investigation by the GPD and the Kentucky State Police after a complaint.

According to the document, Turcotte is charged with violating several policies of the GPD, including ethics and code of conduct.

The document further states there is an existing interpersonal protective order against Turcotte and that “there is substantial evidence to prove Turcotte engaged in the following conduct,” which includes holding a woman and touching her private area at a store in January. The woman’s coworkers also testified Thursday that the woman was “noticeably upset” after the incident.

In addition, the document says evidence is consistent with Turcotte making inappropriate comments toward three women, taking photos of one of them without permission and inappropriately using his official position “for non-law enforcement purposes” when he showed his gun and badge to enter a restricted space.

Turcotte worked as a police chief for Glasgow police until 2014 before later becoming a detective for the department.
