Bowling Green man arrested following spa sex acts investigation

OWENSBORO, Ky. – Four spa employees are charged with engaging in organized crime after a months-long investigation into illegal sexual activities.

The Daviess County Sheriff’s Office says two search warrants were executed following an eight-month investigation into two illicit massage businesses in Owensboro.

The Daviess County Sheriff’s Office investigated with Kentucky State Police, special agents from Homeland Security Investigations, Immigration and Customs Enforcement (ICE), and the FBI.

In July 2024, DCSO received tips from community members regarding activities at East Spa, Owensboro, and Bloom 88, Owensboro.

DCSO says hundreds of hours of surveillance were reviewed and two search warrants for each business were obtained.

The department says a large number of open and unopened condoms, US currency, lingerie, sex toys, bank records, wire transfers to China, ledgers, and credit card receipts were located.

The suspects in the investigation were taken into custody and transported to the FBI office in Owensboro.

Authorities say the suspects were interviewed and confirmed the illicit sexual activities were taking place at each business.

All property involved in the investigation was seized.

The four suspects were lodged at the Daviess County Detention Center.

Kenneth Robert Dash, 55, of Bowling Green, is charged with operating a motor vehicle under the influence of alcohol and engaging in organized crime.

Liping Feng, 53, of Flushing, New York, is charged with engaging in organized crime.

Lequan Hu, 52, of Flushing, New York, is charged with engaging in organized crime.

Xueling Ma, 41, of Flushing, New York, is charged with engaging in organized crime.

The investigation is ongoing and DCSO anticipates more arrests.
