Man to appear in court after dogs allegedly thrown over fence in Logan County

RUSSELLVILLE, Ky. – A Logan County man facing charges in connection with three dogs that died after allegedly being thrown over a fence is set to appear in court this week.

According to Logan County Sheriff Stephen Stratton, 45-year-old Peter Everhart of Russellville was arrested in relation to the incident, which occurred in October 2025. Court records state Everhart was initially charged with three counts of second-degree cruelty to animals and three counts of torture of a dog or cat.

In a video posted during that time by Logan County Animal Care & Control, an individual is shown tossing three puppies over a fence.

Stratton later confirmed the three puppies involved did not survive the incident.

According to court records, on December 12, 2025, no true bill was returned by a grand jury for all three counts of torture of a dog or cat.

In a statute listed on Kentucky.gov, torture of a dog or cat “means the intentional infliction of or subjection to extreme physical pain or serious injury or death to a dog or cat, motivated by intent or wanton disregard that causes, increases or prolongs the pain or suffering of the dog or cat, which may include being locked in a cage or kennel, sealed in a plastic bag or box, chained or tied down to restrict motion, pitched in a dumpster, abandoned in a building for three consecutive days or more with no intention of returning or having made provisions for the animal’s care, physically restrained with tie wraps, rope, chains or tape, intentionally injured to cause immobility so that the animal cannot save itself from starvation, dehydration, physical impairment, serious physical injury or infirmity or death or manually restrained.

Jail records state Everhart is not currently incarcerated at the Logan County Detention Center. A $10,000 cash bond was posted on October 6, 2025, according to court records.

Everhart is scheduled to appear in court for a pre-trial conference on July 9 at 8:30 a.m. News 40 will provide additional updates as they are released.
