Glasgow Police Department releases statement on arrest incident, reviewing use of force

GLASGOW, Ky. – The Glasgow Police Department is responding to a video of an incident posted on social media.

Major Terry Flatt says the video that is circulating shows a suspect, Cody Vibbert, 34, and the use of force by Glasgow police officers.

Flatt says the department is reviewing the Use of Force Policy involved in the arrest.

Flatt says the case is under policy review.

Vibbert was arrested and booked into the Barren County Detention Center on Saturday.

Vibbert is charged with second-degree disorderly conduct, obstructing governmental operations, public intoxication-controlled substance (excludes alcohol), resisting arrest, disarming a peace officer and third-degree assault (police officer).

According to a uniform citation, GPD was dispatched to 175 Adams Place to a report of an alleged domestic dispute that became physical.

An officer says they located Vibbert standing in a parking lot yelling and instructed him to come over to them. They say Vibbert began walking toward them before turning around.

Vibbert allegedly ignored commands and began walking back toward the residence.

The GPD officer says Vibbert began “blading himself.”

The GPD officer says commands were given to Vibbert to stop, or he would issue a taser.

The taser was discharged and did not have an effect. The officer said attempts to handcuff Vibbert were unsuccessful, leading to Vibbert being taken to the ground. Vibbert allegedly began kicking and punching the officer, who then used defense spray. Vibbert allegedly took the defense spray from the officer.

The officer says Vibbert then fled into the residence.

Additional officers arrived at the scene, and another attempt to handcuff Vibbert was made.

Vibbert allegedly grabbed a Barren County Sheriff’s Office Deputy by the wrist and began twisting it.

The GPD officer says Vibbert was handcuffed and walked outside of the residence, where he allegedly kicked another Barren County Sheriff’s Office Deputy in the back of the head and attempted to bite another.

Vibbert was placed into a police vehicle and allegedly kicked the GPD officer in the face.
