Man charged with registered sex offender near school restrictions in Logan County

LOGAN COUNTY, Ky. – One man is facing a charge after authorities say he entered school grounds in Logan County despite being a registered sex offender.
According to a uniform citation, the Logan County Sheriff’s Office responded Friday regarding a report that 45-year-old Douglas Scruggs of Russellville, a registered sex offender, was bringing a child to an area school despite not being a parent or guardian.
Authorities say Scruggs is a registered sex offender and was convicted of a crime in Michigan.
Deputies say Scruggs resides in Russellville and is compliant with exceptions of showing up at the school, dropping off the child and attending a school function.
The citation states a school official notified the parent of the child that Scruggs “could not be on the school property even if he is only dropping the child off, unless it was a last resort” and that the parent would need to notify that school official prior to Scruggs “coming to the school zone.”
On Sept 18, authorities say the child’s parent, the child and Scruggs were observed by law enforcement in the school zone.
After speaking with school personnel, authorities say they stated they had not given Scruggs permission to be on the property that date.
Scruggs is charged with registered sex offender school restrictions and remains at the Logan County Detention Center.
