Scottsville man allegedly causes disturbance at restaurant

SCOTTSVILLE, Ky. – A Scottsville man is facing criminal charges.
On Sunday, the Allen County Sheriff’s Office responded to Harper’s Catfish at 3085 Old Gallatin Road in Scottsville.
A man at the restaurant was allegedly screaming and yelling, causing a disturbance.
When deputies arrived, Phillip Windham, 35, of Scottsville, was inside a bathroom. Deputies say a woman who was crying was also located in the bathroom.
Deputies say Windham was under the influence.
Witnesses told deputies Windham threw a black box into a ditch. Deputies located the box and discovered suspected drug paraphernalia.
Deputies arrested Windham.
Windham is charged with first-degree disorderly conduct, public intoxication-controlled substance (excludes alcohol), and drug paraphernalia buy/possess.
