Manual to provide guidance on strangulation cases for Kentucky first responders

FRANKFORT, Ky. – Attorney General Russell Coleman will release Kentucky’s first-ever strangulation manual in an effort to benefit first responders.

This is a tool for health care providers, law enforcement, victim advocates and prosecutors to combat this horrific crime.

For more than a year, the office of the attorney general and a multidisciplinary team have collaborated to develop the manual that provides guidance for the medical evaluation of strangulation and guidelines for the prosecution of domestic violence strangulation cases.

Kentucky is one of the first states in the nation to publish this specific toolkit, and other states may use it as a model to develop similar guidelines.

In 2019, the General Assembly passed legislation making strangulation a serious felony crime.
