Morgantown man allegedly steals vehicle, forces victim into car

MORGANTOWN, Ky. – A Butler County man is facing charges after allegedly stealing a vehicle and forcing someone inside.
According to a uniform citation, a Butler County Sheriff’s Office deputy responded to a Serenity Loop to a possible driving under the influence complaint Thursday evening.
The deputy arrived at the scene, and the vehicle had left the roadway and entered a ditch.
The driver, Logan Phelps, 19, of Morgantown, fled the deputy on foot.
Phelps was located near the 300 block of Serenity Loop about an hour later, suspected of being under the influence.
In a second uniform citation, a victim who was inside the vehicle told BCSO that Phelps held her against her will in the vehicle.
Before the crash, Phelps allegedly stopped the vehicle, and the victim removed the keys from the ignition and ran on foot for help.
The victim says Phelps chased after them and eventually caught up. Phelps allegedly assaulted the victim, took the car keys, and forced the victim back into the vehicle.
Phelps was arrested and transported to the Butler County Jail.
Phelps is charged with kidnapping of an adult, first-degree unlawful imprisonment, fourth-degree assault, dating violence (no visible injury), second-degree robbery, alcohol intoxication in a public place (first and second offense), leaving the scene of an accident/failure to render aid or assistance, second-degree fleeing or evading police on foot, and first-degree criminal mischief.
