Authorities say Garcia had an open beer in his vehicle and smelled strongly of alcohol.

Garcia faces charges of operating a motor vehicle under the influence, first offense, reckless driving, first- and second-degree fleeing or evading police, leaving the scene of an accident, no operator’s license and failure to maintain insurance.
