Franklin woman charged with cruelty to animals

FRANKLIN, Ky. – A Franklin woman is charged with animal cruelty following an investigation.

According to a uniform citation, the Franklin Police Department responded Tuesday for a complaint of cruelty to animals on Filter Plant Road in Franklin.

Authorities say they spoke to 37-year-old Dorthey Blackburn of Franklin, who allowed officers into her home.

Police say the apartment contained six dogs and two cats with highly unsanitary living conditions.

According to the citation, animal control removed the animals from the home and transported them to a local animal shelter due to “overwhelming mistreatment observed by officers on scene.”

Blackburn was transported to the Simpson County Jail. She faces charges of second-degree cruelty to animals and failure to notify address change to the Department of Transportation.
