Franklin mayor signs proclamation to lower flags to half-staff to honor Trooper Hayden Phillips

FRANKLIN, Ky. – The City of Franklin will lower flags to half-staff to honor Kentucky State Trooper Hayden Phillips, who was killed in the line of duty Monday.

Franklin Mayor Larry Dixon signed a proclamation recognizing and honoring the service and sacrifice of Trooper Phillips.

Flags will be flown at half-staff from Sept. 30 through Oct. 4.
