(CNN) – The Federal Emergency Management Agency’s search and rescue chief, Ken Pagurek, resigned Monday.

Pagurek has been with the federal agency for more than a decade.

His resignation letter says he’s returning to the Philadelphia Fire Department.

The announcement comes after deadly flooding in central Texas earlier this month.

FEMA has been under fire since the July 4 disaster for its delayed response.

According to sources, Pagurek told FEMA colleagues that the delay was the tipping point that led to his departure.
