City of Bowling Green working on new stormwater program

BOWLING GREEN, Ky. – The City of Bowling Green is in the early stages of coming up with a new plan to help out the storm water flow.

During Tuesday’s City Commission meeting, environmental manager Matt Powell introduced two new ideas that could lead to storm sewer prices going down in the community.

One of those is called a fee in lieu of construction or FILOC, which means a developer would take the cost of the stormwater fee.

Powell says this would save lots of money in the long run by helping the city build water-quality infrastructure.

The other is a stormwater utility fee, which would be paid by each homeowner.

They’re still trying to figure out which of the two will be better, but for now, it’s about what will be generated and how it will be funded.

“What our department will do is provide some additional, more granular data, regarding the community’s needs with aging infrastructure and some more granular data regarding the precise income input from the stormwater utility fee,” Powell says.

Once the data he described gathered, the city will reconvene with the stormwater department to determine what’s next for the plan.
