Barren Co. Fiscal Court honors Trooper Phillips, approves payment for complex

BARREN COUNTY, Ky. (Glasgow News 1) – Barren County Fiscal Court honored fallen Trooper Hayden Phillips during its special-called meeting on Friday, Oct. 2.

According to a report by Glasgow News 1, a moment of silence began the meeting, providing a moment to recognize Phillips, those who worked alongside him and his family.

Phillips, a trooper for the Kentucky State Police, died Monday in the line of duty in Warren County.

Barren County Judge-Executive Jamie Bewley Byrd reportedly recognized Chris Jennings and Marcus Thurman, county employees, for their efforts to organize a gathering at Jackie Browning Park to mourn Phillips’ loss and honor his legacy, Glasgow News 1 reports.

In addition, the report says the fiscal court “unanimously agreed to ratify a memorandum of agreement on behalf of the Barren River Drug Task Force with the Commonwealth of Kentucky, Justice and Public Safety Cabinet, Criminal Justice Statistical Analysis Center,” establishing $114,545 from state grants to support “Edward Byrne Memorial Justice Assistance Grant program activities.”

According to Glasgow News 1, the funds go to support program areas in “law enforcement, prosecution, indigent defense, courts, crime prevention and education” and other areas, along with initiatives for “crime victims and witnesses, mental health programs and crisis intervention teams.”

In addition, the report states magistrates approved a payment to Sherman Carter Barnhart Architects for a “planned sports complex design.”

According to Glasgow News 1, the county initially approved $400,000 to fund the “schematic design and design development,” with funding “appropriated from the state legislature approved for multi-county projects in 2025.” After Friday’s payment of $346,125, the report says a balance of $53,875 remains.

The report says that will be paid once the design development is finished.

Friday’s meeting replaced next week’s regular meeting, according to the report. The next fiscal court meeting is expected to take place on Oct. 20.
