Allen County father, stepmother charged with abuse of 6-year-old child

ALLEN COUNTY, Ky. – A father and stepmother in Allen County are accused of “torture” of a child, according to authorities.

According to the Allen County-Scottsville Crime Task Force, on Friday, Oct. 2, officers began investigating allegations involving abuse and neglect of a 6-year-old.

Authorities say the child was taken to The Medical Center at Scottsville. According to detectives, the child had “extensive bruising from head to toe, with injuries documented to multiple areas of her face and body.”

Investigators say the child had allegedly been choked and subjected to torture while in the care of adults.

One caregiver described the child’s treatment as “torture,” authorities say.

Officers documented serious concerns regarding the child’s living conditions, access to food, hygiene and school attendance, according to detectives.

“No 6-year-old should ever be subjected to treatment or conditions of this nature,” the agency stated.

Twenty-seven-year-old Alan Williams, the child’s father, has been charged with first-degree criminal abuse or neglect and first-degree strangulation.

Twenty-two-year-old Haley Hardin, the child’s stepmother, has been charged with first-degree criminal abuse and first-degree strangulation.

Detective Dillon and Detective Hardin are leading the investigation, which remains active and ongoing.
