Man, victim’s mother charged with child abuse in Simpson County investigation

FRANKLIN, Ky. – A man and a local mother are facing child abuse charges in Franklin.

According to the Simpson County Sheriff’s Office, a recent investigation started on August 24, 2026 after a report of child abuse. As a result, authorities say James Wesley Witucki Adkins was arrested and charged with fourth-degree assault, child abuse.

In addition, the victim’s mother, Amber Williams, was arrested on charges of fourth-degree facilitation of assault, child abuse and failure to report child abuse.

However, deputies say this is not the first time Adkins was charged with child abuse.

In August 21, 2024, the sheriff’s office says it began investigating after a child allegedly arrived at school with signs of abuse. In this case, Adkins was also arrested and charged with fourth-degree child abuse, along with abuse and neglect.

After his initial arrest in 2024, deputies say Adkins was sentenced to serve 180 days in jail but was released after 16 days.

The  agency stated, “The Simpson County Sheriff’s Office would like to thank the citizens of Simpson County who were willing to speak up for those who cannot speak for themselves. We would also like to thank the Department of Community Based Services for their ongoing assistance.”
